Quarters is a budget variant of Commander where every card in your 99 must cost $0.25 (USD) or less, and your commander must cost $1.00 (USD) or less, based on TCGPlayer market price.
The legal card pool updates one week after each new set release and only ever grows — cards are never removed mid-season. At the start of each new season, the pool resets and the process begins again.
